The newly designed Sub-Zero Parkway was created from west of the Badger State Trail to the intersection with Seminole Highway in the City of Fitchburg, WI. KL Engineering provided survey and design services for the initial project stages and inspection and construction observation services for the completion of the new parkway. A stormwater infiltration basin was designed along the western project limits to provide sediment control, infiltrate peak storm events, and capacity for future development. KL Engineering also provided an evaluation of alternatives, public outreach, cost estimating, and prepared bidding documents for the project.
Street Design
The Sub-Zero Parkway design included an extension of underground utilities (storm sewer / sanitary sewer / water main), bicycle and pedestrian connections, street lighting, and permanent signing and pavement markings along the new street connection. The project widened Seminole Highway between Lacy Road and Astor Drive to provide turn lanes for adjacent developments. The widening will also allow for connections to ongoing developments and has set up the roadway for conversion to a future urban configuration with curb and gutter. The project also included constructing a cul-de-sac at the termination of Marketplace Drive.
Extensive Coordination
The project required extensive and proactive coordination with several stakeholders, including various property owners, the State of Wisconsin DNR, private utilities, and emergency services. KL Engineering worked directly with multiple partners to quickly identify conflicts and provide innovative solutions to complex problems, including working with the City of Fitchburg on a long-term solution to Seminole Highway.
Design Challenges
Design challenges included providing access to properties during the construction and developing strategies to maintain continuous bicycle access during the reconstruction of two crossings of the Badger State Trail. Several meetings were conducted to ensure the property owners were informed and satisfied with the project outcomes.
