Safety was a driving force behind every aspect of the CTH M Reconstruction Project. With crash rates previously exceeding two times the statewide averages, the corridor required a comprehensive approach that addressed both traffic operations and user experience.
The project introduced redesigned, signalized intersections at key locations such as CTH K and Woodland Drive, improving traffic control and reducing conflict points. Widened medians now allow for safer two-stage crossings, minimizing exposure time for drivers and creating more predictable, controlled movements throughout the corridor.
A major advancement was the separation of travel modes. The addition of a continuous off-road multi-use trail provides a safe, dedicated space for pedestrians and bicyclists, removing them from the roadway and enhancing safety for all users. Strategic access management further reduces driveway conflicts and supports smoother, more consistent traffic flow.
Together, these improvements create a corridor that not only moves traffic efficiently, but does so in a way that prioritizes safety, accessibility, and long-term usability for everyone.
This project was recognized with a 2026 APWA WI Project of the Year Award in the Transportation category for projects between $5M–$25M.
