KL Engineering designed a 1.3 mile urban section of STH 93 between A Street and Indee Blvd in the City of Independence, Trempealeau County. The engineering design for the reconstruction included roadway, detour route, bridge, retaining walls, and sanitary sewer and water main. Project also includes new/replacement street lighting, sidewalk reconstruction, storm sewer system upgrades, and appropriate aesthetic treatments and amenities as per Department’s Community Sensitive Design policy.
The streetscape plan was developed after multiple meetings with the local committee to determine the limits of their aesthetic improvements. A theme was developed through input from local officials and community residents that incorporated decorative lighting with accessories, street furniture, stamped colored concrete, decorative grates for trees planted by the city, a bridge with decorative railings and form liners, and retaining walls along a historic property.
Several design challenges included upgrading the roadway profile and cross slopes to meet current standards while matching building fronts, driveways, and providing pedestrian access with curb ramps. KL Engineering also did extensive coordination with a historic church adjacent to the project which was impacted. Several options were presented for their driveway, retaining wall and stairs along the property in order to develop a plan that enhanced the aesthetics of their property while maintaining the historic integrity of the church.
KL Engineering completed all aspects of the project including the survey, design reports, environmental documentation, plans development, transportation project plat, public involvement, utility coordination, and PS&E submittal. Project construction began in 2014 and was completed in 2015. Construction Cost: $6.1 million.
The STH 93 (Osseo Road) project was a 2016 WisDOT Excellence in Highway Design Award Finalist for Best Urban Design.
