Engineering Solutions at Fort McCoy

KL Engineering has partnered with the Wisconsin Department of Administration Department of Facilities Development (DFD) and the Department of Military Affairs (DMA) to deliver a range of infrastructure improvements at Fort McCoy. These projects reflect our ability to support military and state facilities through thoughtful planning, multidisciplinary design, and close coordination with stakeholders. Our work at Fort McCoy demonstrates a consistent focus on safety, durability, and long-term performance while meeting DFD standards and operational needs.

Fort McCoy MATES Facility Improvements

KL Engineering provided lighting and electrical design services for the Fort McCoy Maneuver Area Training Equipment Site (MATES). Our team conducted a detailed site analysis of existing site and electrical conditions and developed recommendations for infrastructure upgrades to support reliable facility operations. Services included designing a new parking lot and new sewer and water utility services to the building, as well as electrical design. Another unique aspect of this project was finding a safer solution for downspouts that discharged directly to the sidewalk, creating icy conditions in the winter. We provided small trench drains at each downspout to safely direct the water to the parking lot. Close coordination was needed with an adjacent project who’s project limits literally touched our project. This project leveraged our experience with military site lighting, LED retrofit applications, and energy conscious design solutions, as well as our familiarity with DFD policies and procedures. The approximate construction cost for this project was $349,000.

State Patrol Academy Parking Lot Reconstruction

At the Wisconsin State Patrol Academy within Fort McCoy, KL Engineering completed the final design for the reconstruction of an aging parking lot that had reached the end of its service life. The project involved pulverizing and reconstructing approximately 86,000 square feet of existing asphalt pavement. Geotechnical data from borings informed the evaluation of pavement and base conditions and supported the selection of a cost-effective pulverization approach that strengthened the base while minimizing material removal. The design also increased parking capacity and improved truck turning movements at the loading dock through targeted pavement additions, resulting in approximately 3,600 square feet of new pavement and 13 additional parking stalls. Minor regrading was incorporated to improve stormwater drainage, and close coordination with Academy personnel was maintained throughout design. The approximate construction cost for this project was $270,000.

Military Academy Drainage & Safety Improvements

KL Engineering addressed persistent drainage, flooding, and winter icing issues at the Fort McCoy Military Academy that posed safety concerns and disrupted facility access. Our team developed a comprehensive solution that included a new storm sewer system to capture roof runoff through strategically placed inlets, which convey it to adjacent green spaces. Surface drainage was improved through sidewalk and courtyard replacement and regrading to direct runoff into the new system. To mitigate winter icing, the project included replacement of roof heat tracer wiring and installation of gutters at overhangs lacking adequate drainage. This project required close collaboration across multiple disciplines, including pavement, drainage, electrical, and architectural considerations, and relied on KL Engineering’s in-house expertise to deliver an effective and durable solution. The approximate construction cost for this project was $180,000.
