Transportation Design: Rural Rehabilitation

KL Engineering completed the design of this 11.5 mile rehabilitation and reconstruction project along STH 81 from Lancaster to Platteville. The project included intersection and climbing lane improvements, Transportation Project Plat, public involvement, two environment documents and 404 permit, three box culvert extensions, split-block retaining wall, beam guard upgrades, rock excavation, culvert replacement and asphalt pavement mill and overlay. The project also included replacement of the functionally obsolete Platte River and Little Platte River Bridges and reconstruction of approximately 1 mile of the highway to correct substandard vertical alignment.

KL Engineering effectively balanced the needed roadway safety improvements with impacts to property owners and the environment while staying within WisDOT’s 3R rehabilitation scope and budget constraints. Design challenges included improving the clear zone through rock outcrop areas to meet current standards, flattening the profile in areas of steep vertical grades, placing beam guard along steep embankment slopes, and upgrading intersections while minimizing right of way and environmental impacts.

The STH 81 rehabilitation and Little Platte River Bridge replacement were completed in 2006; the Platte River Bridge will be replaced in 2011.
